The good: they are adding one lane each way to MoPac which should help with traffic. The bad: It's going to take two years to build! The ugly: The new lane will be a toll lane.
This is good. It would be GREAT if the weather in Austin TX was more amenable to biking for transportation, rather than biking for sport.
